As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible executive leadership and supervisory experience that is indicative of senior executive level management capability and directly related to the skills and abilities outlined under Executive Core Qualifications and Technical Qualifications listed below. Typically, experience of this nature will have been gained at or above the GS-15 grade level in the federal service or its equivalent in the private sector, or nongovernmental organizations. MANDATORY EXECUTIVE CORE QUALIFICATIONS (ECQS):
The ECQs were designed to assess executive experience and potential not technical expertise. They measure whether an individual has the broad executive skills needed to succeed in a variety of SES positions. 1. Leading Change:

This core qualification involves the ability to manage human, financial, and information resources strategically. (Competencies:

This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. (Competencies:
partnering, political savvy, influencing/negotiating) MANDATORY TECHNICAL QUALIFICATIONS (TQs):
1. Describe your demonstrated experience in the conduct of research including (a) research proposal development and panel review, (b) the conduct of specific research projects that have demonstrated application in forest resources management, (c) journal article publishing including authorship and peer review or editorship, and (d) science delivery or working with end-users of science that are not scientists themselves. 2. Describe your demonstrated knowledge of and experience managing research programs and advocating for the use of science in management and policy making. Some specific skills might include:
(a) recruitment and retention of scientists, (b) evaluation of scientists and research programs, (c) formulating, managing, and advocating for research budget needs, and (d) managing the interface between science and policy from the perspectives of internal review of journal articles and appropriate interactions between scientists and policy makers.

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
