Serves as back-up for monthly payroll processingResponsibilities include reconciling payroll registers; processing payment back-up paperwork for deductions, payroll taxes, and City-paid benefits; compiling information for payroll tax reporting; completing subsystem reconciliations to the General Ledger; assisting department representatives with related questions; and resolving payroll system issues. Designs, develops, prepares, and generates a variety reportsPerforms complex fiscal analysis and database functions in support of labor negotiations including gathering data, statistical and data analysis and developing conclusions. In coordination with Human Resources Director, manages communication about organizational system changes and impacts to the organization, management and employees Conducts a variety of research, data analytics and process improvement studies related to department programs and special projects; recommends best practices on all human resource activities. Provides training and guidance to Human Resources staff as needed. Attends Human Resource related seminars and conferences and stays current on trends and legal requirements. Uses initiative and independent judgment to see that Human Resource and protected leave matters are handled effectively and efficiently so as to provide superior customer service to employees Assists in the revision, implementation and application of new and existing policies. Maintains confidential employee information in accordance with applicable state and federal laws May perform the duties of the Human Resources Analyst and Senior Human Resources Analyst. Acts ethically and honestly; applies ethical standards of behavior to daily work activities and interactionsBuilds confidence in the City through own actions Conforms to all safety rules and performs work in a safe manner. Performs related duties as requiredQualifications and SkillsEducation and Experience Bachelor's degree from an accredited college or university with major course work in human resources, information technology, business administration, organizational development, or a related field. Five years of relevant functional and technical human resources systems experience that includes installation, configuration, testing, troubleshooting, analyzing, implementation and trainingExperience with ERP Software (FIS, HRIS), HR Management Software (Recruitment, Onboarding, etc.), Learning Management Systems, and Timekeeping Systems is preferred. Public Sector experience is highly preferable. Knowledge, Skills and Abilities Knowledge of practices and principles of HRIS, payroll systems and database development, administration, and analysis Advanced spreadsheet and database skillsKnowledge of data collection, documentation techniques, methods and procedures. Ability to identify, troubleshoot and resolve system issues; perform technical needs analysis; and research, develop, document and implement solutions. Knowledge of applicable laws related to FMLA, OFLA, ADA and Paid Leave Oregon. Ability to conduct organizational, procedural and statistical research studies and analyses and prepare and maintain confidential, technical and statistical records and reports. Ability to develop and review documents related to human resources operations; observe, identify, understand and problem solve issues and operations Skill and ability to provide direction and training, to lead and direct, and effectively coordinate system activities with employees, management and departments. Skill and ability to serve as professional resource and consultant to managers, supervisors, and employees regarding the resolution of complex protected leave and HR system issues, requiring interpretation of City policies, procedures, collective bargaining agreements, and applicable federal, state, and local laws. Ability to organize, prioritize, and coordinate work activitiesWork with interruption; effectively handle multiple assignments and deal firmly and courteously with internal and external customers. Ability to use initiative and sound independent judgment within scope of responsibility. Ability to maintain confidentiality. Ability to work with diverse groups in a tactful and effective manner.
